You do not "need" the frames. You can hang your tilt bins right to the wall. What the frames allow you to do is to easily swap between different bin sizes without having to unscrew and reset every time.

 

We have 2 types of frames: hanging and free-standing.

 

The hanging frames are perfect if you have space on the wall and you do not need to move your tilt bins all at once.

The main advantages of free-standing frames are that they allow you to stack bins even if you do not have space on the wall and, you can move them where you need them the most.
